Cả hai cách viết trên đều đúng chị ạ :)
" be to blame for st": bị động

Nếu xét về mặt ngữ pháp thì câu này đúng. Nhưng khi giao tiếp vs người nước ngoài. Chúng ta không nói thế này.
Chỉ cần viêt/ nói: Are you good at chess? ( là người ta hiểu rồi) ko cần quá cầu kì là :Are you good at playing chess?

Ví dụ: Chúng ta thường nói: Are you good at Maths? hơn là Are you good at learning Maths
Lưu ý : S+ tobe+ good at+ O : Giỏi về cái gì, lĩnh vực j

1. Cách dùng động từ to be + infinitive

Cấu trúc này rất thông dụng trong báo chí và nếu nó là tựa đề báo thì người ta bỏ be đi để tiết kiệm chỗ.
Ví dụ:
The Prime Minister is to make a statement tomorrow.
= The Prime Minister to make a statement tomorrow.
