I disapprove of your key, in the eleventh sentence what does get on for mean ?

11. He could __________ how well she looked.

Get on for: to be nearly a particular time, age or number, so is it right to be put in this sentence ?
I can't understand. I want you to give me the specific explanation

In my judgement, the key for this sentence is:
He could not get over how well she looked.

Can't/couldn't get over sth: If someone can't get over something, they are very surprised or shocked that something has happened or that something is true.

And:
9. They'll be glad to get this awful business over with. (Add to after glad)

No in my dictionary it defines: Come down means come from the north, or from the town to the country.
Actually I don't understand this definition much.

Xuân Bá's book of phrasal verbs defines: come to somewhere

Maybe the particle "down" is just to intensify the verb "come"
