Cấu trúc "it's time" thì làm gì có "should" hả em? "it is time + mệnh đề ở quá khứ"

có thể giải thích cho em nghĩa của cấu trúc it is time..... không?

Có hai cách diễn đạt : It is (high) time + a clause(QKDG)

It is (high) time for Sb to do St
Nghĩa là:"Đã đến lúc cần làm gì"
