Nowadays, an increasing number of people are concerned the phenomenon that the violent crimes are increasing at a two-digit figure in recent decades worldwide. However, whether people should blame the violent films and TV programmes or government should be responsible for this is a controversial issue. My view is that the government should control the amount of violence in the medial to bring down crime rates is far from enough to achieve the end.

Mình cũng không rõ lắm,nhưng mình tra thử trên Cambridge thì Whether clause or clause không có.
Nhưng xét theo cách dùng thì "We use whether … or to introduce a clause giving two options or alternatives:" cũng đúng với câu "whether people should blame the violent films and TV programmes or government should be responsible for this is a controversial issue." chứ nhỉ ?
