Couldn't have commited khác couldn't commit nhá
Could have done: Bạn có thể làm nhưng bạn không làm
Could do: Bạn không có khả năng làm ... kiểu thế

Theo mình câu 1 là "couldn't have committed" mới đúng.
1. It was impossible for him ho have committed the crime, according to the report.
=> Ý là chuyện anh ta phạm tội không thể xảy ra ở quá khứ.
Cấu trúc : could have pp : chỉ sự có thể ở quá khứ (có thể đã)
