$21xy \vdots 3\Longrightarrow 2+1+x+y \vdots 3 (1)$
mà $21xy$ chia hết cho $4$ nên suy ra 2 chữ số tận cùng chia hết cho $4$ $(2)$
$\longrightarrow x=0$ thỏa mãn $(1)$ và $(2)$
Vậy $x=y=0$
