It's almost never okay to steal. No one should ever take someone else's property without their consent. For example, if someone has earned something, whether it's money or something of any value, it's theirs and it would not be fair if they had it stolen. Besides, social norms don't allow theft. Thiefs almost never have good reasons for their actions - usually they say they don't know why they did what they did, but it doesn't change anything - what's been done cannot be undone and someone got hurt as a result. Another thing is that thievery has a negative impact on society, especially kids. Children tend to learn everything they see and if they see that stealing is something that isn't being punished, they will do the same thing in the future. Also, theft is considered a minor offence, but still - having been sentenced, it is harder to find a job, or even live as a normal member of society.
