Nếu viết
it is The highest building on Nguyen Hue street to build in 2002
thì đây là toà nhà cao nhất đc xây năm 2002 (mệnh đề tính ngữ bắt buộc )
còn đề ra đó là toà nhà cao nhất cho đến nay => dùng mệnh đề tính ngữ ko bắt buộc + ko dùng to

Mình đồng ý với ý kiến của bạn Sympton. Nếu viết theo cách là it's the highest building on Nguyen Hue street to be built in 2002 cũng đúng. Đây là dạng rút gọn của mệnh đề quan hệ ở thể bị động. Thông thường phải lấy Vpp nhưng vì vế trước có so sánh nhất nên lấy to be Vpp.
